The pictures below were given to Master Downey during the
World Championship in Argentina, by Mr. Steve Weston, 6th Degree Taekwon-Do instructor from
Australia. Mr. Weston had taken the photos of Master Downey and Master Harry
Vones during their testing for 7th Dan in June 2007 during the World Championship in
Quebec City. Prior to this Master Downey had no pictures of his 7th Dan testing.
The testing panel consisted
of members of the ITF Technical committee (Grand Master Bos, Grand Master Marano, and
Grand Master
Trajtenberg). Grandmaster Tran and Grandmaster Van Bingh were also present. A sincere thank you to Mr. Weston for providing the photos.

- President and founder of the International Taekwon-Do Federation of
Newfoundland and Labrador (ITFNL) (1997 - present)
- First person from Newfoundland and Labrador to receive the designation of
"International Instructor", and "Master Instructor" by the ITF.
- The only person from Newfoundland and Labrador to be
promoted by the creator of Taekwon-Do. Master Downey was promoted to 6th Degree
Black Belt by General Choi Hong Hi in December 2001 during an international instructors
course in British Columbia.
- B.Sc (Hons) degree in Psychology from Memorial University of
Newfoundland and a Masters Degree in Psychology from the University of Toronto.
- Registered Psychologist (Child and
Adolescent Psychologist at the Janeway Child Health Center as well as in private
practice for over 25 years). Specializing in ADHD and Learning Disabilities.
- Highest ranking ITF Taekwon-Do Black Belt in Newfoundland
and Atlantic Canada.
- Received personal instruction from General Choi Hong Hi, the
legendary founder of Taekwon-Do (attended 6 International Instructor Courses
taught by General Choi including the 1st and only Masters seminar taught by
General Choi in Vienna Austria in January, 2002).
-Requested by General Choi to assist him with instruction in
three international instructors courses (Toronto, British Columbia, and
Newfoundland).
- March 16-18 2001: Organized the first and only International Instructors
Course in Newfoundland which was taught by General Choi Hong Hi.
- January 11-13 2002: Attended the 1st and only Masters Seminar taught by
General Choi Hong Hi in Vienna, Austria.
- Competitive career highlights include a Gold and Silver
medal at the 1997 World championship in St. Louis USA, as well as the best
overall senior competitor at the event, 2 Gold medals (fighting and
patterns) at the 2005 General Choi Memorial Cup which included competitors from
Canada, USA, Japan, Puerto Rico, and Chile, and a silver medal in patterns at
the 1st ITF Taekwon-Do World Cup in Orlando, Florida.
- Had the privilege of working with General Choi Hong Hi on of
the "4-Year University Taekwon-Do Program - Master Plan". This was
General Choi's final contribution to Taekwon-Do prior to his death on June 15th
2002. Mr. Downey still has the hand written notes given to him by General Choi.
-Wrote the lyrics and music for "The Ode To General
Choi" which was played as the official song for the opening ceremonies for
the World ITF Taekwon-Do championship in Italy.
- Selected by the ITF to attend the 1st ITF Taekwon-Do leadership training
camp in Tegucigalpa, Honduras July 9-13 2006.

May 27-28 2007: Attended the 2 day "Seminar on Tournament coaching and Elite
Training" given by Master Lan, 8th Dan, coach for the German National Team, in Quebec City.
- June 1 2007: Promoted to 7th Degree Black Belt (#C-7-14) by the ITF
Technical Committee, Quebec City, CANADA, during the ITF World
Championship.
-June 6-8 2008: Attended International Instructors Course (IIC) in Oakville ,
Ontario.
- November 2,3 2008: Guest presenter on practical self-defense for a 2 day
"youth anti-violence" conference in St. John's. The participants were
junior high school students who were victims of bullying. Students were selected
by guidance counselors form all the junior high schools located in St. John's,
Mount Pearl, Torbay, and Conception Bay South.
- March 20-22 2009: Attended International Instructors course (IIC) in New York
City, USA.
- April 2009 Elected into the position of CTFI Vice President East.
- November 2009: Umpire "A" for the ITF Taekwon-Do World Championships
in Mar Del Plata, Argentina
- November 10th-11th 2010: Attended the 1st CTFI "Umpire Trainer
Course" in Richmond, BC and attained the credentials to become the first
person from Newfoundland and Labrador to be qualified as a CTFI provincial
Umpire Trainer.

Taekwon-Do Championships in Richmond, BC.
- March 2011: Appointed as a member of the ITF Communications Committee.
- May 20-22 2011: Attended International Instructors course (IIC) in Clearwater,
Florida, which was conducted by Grandmaster Marano, and Grandmaster Trajtenberg
(President of the ITF)
- October 22-23 2011: Attended International Instructors Course (IIC) in
Halifax, Nova Scotia, which was conducted by Grandmaster Marano, Grandmaster Lan,
Master Laquerre, and Master Norman.
- October 4-7 2012: Umpire "A" for the ITF Taekwon-Do World Cup,
Brighton , England: Center Referee for individual and team patterns, individual
and team sparring, and pre-arranged free sparring.
- January 25-26 2013: Attended the "Official North-America Qualifying 2013
World Championship ITF Umpire Course" in Queens, New York, USA. Umpires had
to attend this training in order to umpire at the World Championships in Spain
in October 2013.

Note: Master Cathy Downey and Downey's Taekwon-Do is mentioned in the book "A Killing Art: The Untold Story of Taekwon-Do" by Alex Gillis (2008). On page 13: "On the second day, one of the black belts to demonstrate is a woman from Eastern Canada. The General asks her to perform Taekwon-Do's pattern for beginners, Chon-Ji, which means "heaven and earth" - a series of punches and blocks that can immediately indicate the proficiency of a martial artist, no matter what the belt level. "Very good," he says when she finishes. "What school are you from?" "Downey's TaeKwon-Do, in Newfoundland," she says. The General is impressed. She demonstrated excellent poise and power.

sparring at the 2006 ITF Taekwon-Do nationals in Montreal, Quebec.
